Abstract:
The 1992 Fire Administration Authorization Act (PL
102-522) included three provisions that directly affect
HUD-assisted housing: (1) newly constructed, four-story
or higher multifamily buildings must be protected with
an automatic sprinkler system and hard-wired smoke
detectors; (2) rebuilt, four-story or higher multifamily
buildings must be brought into compliance with Chapter
19 of National Fire Protection Association 101, the
"Life Safety Code;" and (3) other dwelling units must be
protected by hard-wired or battery-operated smoke
detectors installed in compliance with NFPA 74,
"Standard for the Installation, Maintenance, and Use of
Household Fire Warning Equipment." The National
Institute of Standards and Technology (NIST) has
developed this Guide for the Implementation of PL
102-522 for Fire Alarm and Automatic Sprinkler
Installations to assist HUD field offices in the
efficient implementation of the provisions in the Act.
The guide provides information on installation of smoke
detectors and automatic sprinkler systems. It does not
address the rebuilt multifamily properties that must be
brought into compliance with the "Life Safety Code."
