Abstract:
This report describes the progress made during the
second year of the Streamlining the Nation's Building
Regulatory Process Project, conceived and initiated by
the National Conference of States on Building Codes and
Standards, Inc. (NCSBCS), with the assistance of 54
national partners and funding from Federal agencies and
in-kind services. This report includes: 1) Executive
summaries and implementation plans of the 28 model
programs produced since the Project's inception,
presenting examples of innovative regulatory processes
and administrative tools submitted by various
jurisdictions across the United States. 2) Chart
describing the elements of a complete building
regulatory system. 3) An analysis of the elements
already covered by models developed in this project. 4)
A summary of next steps to be taken in this project as
it progresses into the third year. 5) A summary of
in-kind services provided by NCSBCS and 54 other
national partners in this initiative. 6) A disk
containing a Power Point presentation on the
Streamlining project. 7) Several news articles on the
project. 8) Agendas for upcoming NCSBCS in-kind
Symposium and Workshops.
